The draft list shows the following for rd #2

This seems incorrect since I assumed I was 14. But it am not so I am confused. Maybe I do not understand the draft order. Or it is a mistake and I am stupid

There is only a 1 round supplemental. Non-playoff teams can choose a stadium. They then drop to the end of the draft so they can draft a player.
