If you're asking whether to use this player as a starter or reliever, I have two thoughts:

1. Normally, using a starter (who costs well over minimum) in a relief role is a waste. You pay a premium over a comparable pure reliever. This would apply to this guy.

2. This particular player has some wildly varying cards. Trying to figure out if he has a good year would be difficult using him as a reliever.

A possible exception to the above points would be if you planned to use him as a "super reliever." Then he would pile up enough innings to justify his cost, and you will be able to figure out his card (hopefully!--never a sure thing with pitchers).
