To fully and properly balance the schedule, will MrB. be setting the divisional placements by seed as such?

This way the top teams will only have to play the top teams in the other two divisions 9 times instead of 12, and the bottom teams will only get to play the bottom teams in the other two divisions 9 times instead of 12.
That should be part of the final setup.

I don't think any specific placements within divisions were done in the past. I'm not sure if that can even be done under the commissioner settings.
