Why does the RP always give up a hit to the the first batter he faces?

For about 25 years, that was a contractual requirement for Cubs pitchers.

Final note....I looked at all of my completed teams. The hitters received favorable rolls 81% of the time vs. my RP's Bad luck I guess....
