This is possibly the worst concept for a theme league ever conceived. It has effectively made rounds 2 through 9 of a live draft irrelevant. And it will require each team to carry 8 players who they do not want to allow to play regularly.

Much better would be to just list the top 36 black players and require them to go in the first 3 rounds. That would be, by my count:

That's 36 guys, and is the sum total (I think) of all players of color with salaries over $9.1 million. This would have the beneficial effect of making the value of the 12th pick about equal to the 1st pick.
