It's a great question. Glad you asked it so we could rule on it before season one.
The rule would be 120% of each card.
So. Theoretically. Yes. You could have a "Joe Smith 1920"...with a fantastic real life 50 innings card. You get close in our Sim to his 60 innings allowed by our rule. Then...yes...say at 59 innings...you could cut that Joe Smith card and pick up his "1921 card"...and you are now starting fresh with that new Joe Smith 1921 card.
I would ask that all GMs text or email me BEFORE you make any add or a drop, that are possibly impacted by our usage rules..I'm always available and typically quick to respond...and then you go in and make the move during the season once I sign off and say "OK go".
This would be a prerequisite on all moves related in any way to our usage rules ...So I can be aware of all these moves...making sure to check a players usage before the cut.
I can keep Track of all the moves this way and be ready to answer quickly if another GM requests an explanation of what he sees. Or wants to check on something he may think is fishy.
We are all going to be policing each other on the usage rule.
If you see something...contact me. I'll play "bad guy".
If you're dropping a card with (for example) 300 innings or 600 at bats...obviously, no need to get the "A ok" before you make a swap card or any add drop move not in any way affected by the 120%.
