If you are asking about the Ratings Guide, in recent years it has been made available the 3rd week of January.

they are almost ready to run some tests with pricing etc....

right now it looks like 22 ip is the floor

I suspect they run simulations then tweak the $$$ and decide who to leave out and/or make unleashed.
