Strat-O-Matic Baseball 365

I've had a few plays wiped out by mandatory penalties on my opponents that don't make sense to me. Here is an example:

2-3 PAL 37 (9:02) Flat Pass - Right (Pro Set) [D: 4-3, Pass]
Pass Lionel Taylor (FL): 11 yards
Tackle Darren Woodson (SS)
Penalty On Windermere: 0 yards
Penalty Mandatory

2-3 PAL 37 (8:46) Short Pass (Pro Set) [D: 4-3, Pass]
Pass Lionel Taylor (FL): 13 yards
Tackle Cornell Green (LCB)

As you can see... the play goes off, but is called back for a mandatory penalty that doesn't change down and distance. Is there actually a penalty I'm not thinking of that would do that?

Seems like an offsetting penalty on both sides. The description "Penalty on Windemere....." might not be accurate.
