SOM would be wise to go by the tried and true business saying: "Under-promise. Over-deliver." My understanding—based on an interview with Hal Richman that I can't find any more—is that SOM is still (after 60 years) a family business with a full time staff of about 5 people. They may simply lack the staff to deliver all that they're promising to do.
Rather than promise more than they can deliver, and in the process get people upset, why not just promise less. Then they deliver what they promise, and perhaps a little more.
Under promise. Over deliver.

dunno- promising new cards once every quarter isn't a huge undertaking - the pricing job is outsourced, as well as the selection process being overseen by Bill, both of which are not the cause of the delays. -- so its a matter of putting the cards in.
