Is it possible for a batter with a W power rating to hit a ballpark HR?

No, it becomes a ballpark single.

Scumby is correct. In fact, a W-rated power hitter will never have a ball park homerun for the side(s) he is rated W for. So, the only time a ball park homerun will get turned into a single is off of the pitcher's card.
