SP Fatigue

Is there any penalty to a pitcher for his fatigue rating declining? I had Jerry Reuss pitch 3.1 innings below F9 against me and he did not surrender a run. He pitched the entire 9th inning at F0.

I've noticed this in a few of my games lately, where the pitcher gets well below F9 and it doesn't really seem to affect his performance. I"m just thinking, if there really is no penalty, and there certainly doesn't seem to be any, it would make sense to put the pitchers you know are on good cards to F0 instead turning it over to the gasoline toting bullpens that seem to be so prevalent in Strat.
