Waiver question - player to be dropped no longer available

If, during pre-season waiver period, I have enough funds to acquire a player, but, the player I want dropped (if I win the player I want to acquire) after I win is no longer available for me to drop, will the acquisition still go through?

If you have enough funds, you will still get your player, even if you drop nobody
