Note: As I did this, I realized that I messed up Tim K's roster somewhere along the way (currently shows 42 active). I sent a PM to Tim, asking him to help me get that sorted.

Mystery solved! Prospects can only be held for 2 years; must be either promoted or dropped after that:
- Meadows drafted in '13 and promoted in '15
- McGuire drafted in '15 and promoted in '17

They had no cards in season 2017-1 and I somehow did not count them in Tim's active total, as I should have.
