Any player signed with an MLB organization that did not have MLB service time prior to the start of the Current MLB season that is not on another teams roster. This means that rookies that are currently playing might be eligible, as an example Irving Falu INF KC.

MFL536 has it nailed. It's the same every year, so long as they aquired no playing time prior to the start of the current season they are eligible even if they have since been in the majors for this season.

MFL536 has it nailed. It's the same every year, so long as they aquired no playing time prior to the start of the current season they are eligible even if they have since been in the majors for this season.

It's also why the Summer prospect draft can be seen to have more value than the spring one.
