**Batters that have less than 150 AB may not be used before game 133.
**Starting and Starting/Relief Pitchers that have less than 60 IP may not be used before game 133.
**Relief Pitchers only (not including S/R pitchers) that have less than 40 IP may not be used before game 133.

Note: this rule includes using the Unleashed Card Set. (If that is a problem it can be removed by a separate vote)

What this rule does:
1. Limits player usage for both pitchers and batters.
2. Eliminates the need to track player usage.
3. Removes the need to issue usage penalty points and ends the possibility of accidentally earning penalty points when
HAL goes insane for a series.
4. Allows NSKL to use the Unleashed Cards in a realistic fashion.

In short: "September Call Ups" stops a pitcher that pitched 35 innings from pitching 200 Innings and a hitter that had 100 AB from getting 600 AB without much effort.
