Quick question - because this is my first draft in this league, just want to make sure I have the rules straight in my head.

So a player like Seth Romero, RP WAS as an example --- his only MLB experience is 2.2 IP over 3 games in 2020. He is not carded in this year's Strat set.

Does this mean that he is NOT ELIGIBLE to be picked in the FA draft because he's not carded, but also NOT ELIGIBLE to be picked in the Prospect draft because he has appeared in the MLB?
