based upon the available feedback, we will plan to proceed with entering season 45 with these rules changes -
5% flat season FA penalty

$100 million salary cap with option of the league champion to go keep the same cap for the following season or adjust up or down by exactly $5 million with no season max being less than $95 million nor more than $105 million

reentry draft as snake draft with order (worst to first) based upon SBDL career win percentage.
