Are non signed players draftable?

I believe the only rules are No MLB experience and not already on someone's roster.

The spread sheet I’m using doesn’t have a rules tab

Prospect draft:
1) There is 1 prospect draft during each year, including the 1st season.
2) The yearly prospect draft is 2 rounds and will be held immediately after the FA draft.
3)Players are eligible for the prospect draft as long as they have not made an appearance in a MLB regular season game through the end of the previous MLB regular season (example - for the 2016 prospect draft the deadline would be the end of the 2015 MLB regular season). Players may be drafted regardless of contract status and playing level, i.e. minor leaguers, foreign players, college/high school players and everyone else who has not played in a MLB regular season game are eligible for the draft.
4) All prospect drafts are non-serpentine. Team rankings for Spring Free Agent and Prospect Drafts shall be based on combined regular season records from previous Seasons 1 and 2 (worst to first).
5) Owners lose rights to all prospects that they release; released prospects are eligible to be re-drafted.
6) 30-minute time slots shall be used for all drafts after the first round of all drafts (time limits subject to change based on circumstances).
