Pretty sure that anybody from any of the 4 teams that weren't taken are available prior to waivers. So, if there are guys that weren't taken in the draft, they can be put on your roster prior to waivers and subject to HAL determining who gets them

Nope. Only your guys, your two picks and anyone you traded for are eligible to be put on your draft card.

After that, all the other players are available through the waiver process. Once the waivers are over it's first come, first served. Here is the rule from page 1 of this thread:

For your Season#1 Autodraft, AND SEASON 1 ONLY, you may only use players on the Created Rosters for your Franchise, plus any players you drafted in the Dispersal Draft. A 2-Round Dispersal Draft will be created, based on lowest roster payroll to highest to disperse the players from the 4 unselected franchises. After the Autodraft, ANY Free Agents who are ELIGIBLE for Season#1 will be available to any Franchise, regardless of real-life franchise affiliation.
You may make trades , and the trades don't have to be "franchise-related". Also non-franchise related FA pickups are OK, but only once the Autodraft has run.

Your rostered players and anyone you drafted in Dispersal, or anyone you traded for is all for Season 1.

(This CHANGES in Season 2, but Season 1 is DIFFERENT.)
