There are half a dozen teams with access to zero RP's priced above 3.00M. For any of those teams with a player above 6M who may be blocked (like Gossage) they have additional higher priced options to fill out the roster.
Just want to clarify what you are saying here. I assume that the clause "for any of those teams" is not referring to the "half dozen teams..." of the previous sentence but rather only to those teams which have full access to all the relievers of their 10 year, league specific, pool of players. The issue then is for teams with access to relievers over 3M, not all of the relievers they have access to are solely theirs.
Let's use Gossage as an example as an illustration of the RP access rules.
His 1981 6M card is available only to the 1980-1989 AL team
His 1978 card is available only to the 1970-1979 AL team
His other two cards are both under 3M and are thus available to any of the 24 teams in the league.

An unrelated question. I assume that the two NEL teams differ only in their designation as NEL1 and NEL2 and that both teams have access to the identical pool of cards?
