Section 10.09 says you must have a 40 man roster at the completion of winter free agency. Section 7.02 says if you have a full 40 man roster, prospects can't be promoted until there is room to do so. Section 7.03 says players on the 40 man can't be released
while a season is in progress (however that's defined?) to promote a prospect.
While I very well could be missing something, it seems that it would be prudent to promote a prospect now. At a minimum you'd avoid having to eat a contract because of a full 40 man. You could probably trade your way into an empty roster spot too once FA is over.
Madal has this right on the money but it brings up a point I've been meaning to address. Gonna move it to the regular chat thread.

from prospect to full roster member. I'm hopeful that he will work his was from backup to full time outfield in the future.
Finally, as a new owner I am exercising my right under Section 9.12 to "amnesty" Justin Verlander. It's unfortunate that he was injured this late in his career, but I can't afford to take the chance that he'll be back and still worth $9.96M.
