(1) I propose that we revise Article IX Section 7 from

CONTRACT EXTENSION AND ARBITRATION DECISIONS: Team owners will have to make decisions about offering players contract extensions or going to arbitration by Nov. 30 for the upcoming MLB season. If a player with an expiring contract is not offered an extension then he will be considered to have been released. If a player is under control but not eligible for arbitration then he will be considered retained for another year. If you wish to release an arbitration ineligible player then you must make that announcement by the Nov. 30 deadline.
