Salary Limit: $140,000,000
Team name: The actual franchise name will be used
Stadium: The team will play in the stadium associated with their franchise
Designated Hitter: The DH rule will be used
Waivers: There will be waivers (explained below) for some teams.
Draft order: Determined by random number generator run on the message board
Division placement: The owners with the first 4 selections will comprise the East. The next 4 comprise the Central and the last 4 comprise the West.
Waivers/one player exchange: In order to provide teams with lower base salaries with additional roster options, teams eligible for the one player exchange will have the option of exchanging one player assigned to their team plus either $1 million (5 teams) or $1.5 million (6 teams) during the waiver process or before the start of the season. This option can only be used to acquire one player. The player you release is no longer eligible for use by the owner releasing him and can be selected by another team that is eligible for the player exchange process.
One the season starts, only players selected for the franchise will be eligible. The exception is for trades. If you select a team eligible for the player exchange, you can choose to wait until after waivers run. This might be advantageous in order to review players exchanged by other owners.
The following teams will not be participating in the league as they did not have sufficient players to field a competitive team. In order to achieve more competitive teams, some players from the following teams were assigned to the the remaining franchises.

Twenty franchises are eligible for this league. The 9 teams with the highest salaries will not be eligible for the one player exchange.

The following teams are eligible to exchange one player assigned to their franchise for any player on teams NOT drafted.
These teams can use the salary of one player plus $1 million to acquire a player from a non-selected team.

The following teams are eligible for the player exchange and can use the salary of one player plus $1.5 million.

Example: The owner of the Cubs could decide to exchange Calvin Schiraldi for another player. Calvin has a salary of 4.06 million. The Cubs have a bonus of $1.5 million meaning the Cubs owner can exchange Calvin for a player with a value of $5.56 million or less. He could not pick up two players for $5.56. The player selected can be any position player or pitcher. Calvin could be picked up by a team eligible for the exchange program provided they did not exchange a player previously.
