Let's Play Two League Proposed Rule change

I would like to re-introduce a motion to change General Rule 10. The new rule requires 16 votes to pass. The thought on proposing the rule is that it may add another layer of strategy on draft day. Is that unleashed player the real deal or a flash in the pan? I do not feel strongly about this but I am interested in infusing more talent into our game. There are typically 6-12 unleashed players per season
Current rule:
10) The regular SOMO card set (NOT unleashed) will be used.
Proposed new rule:
Beginning in calendar year 2020:
10) The unleashed card set will be used.
Please vote. A "Yes" vote is to change the rule, a "No" vote is to keep the rule as is.
