If they are still throwing 0's, yes.

an S4 going 7 innings, how is that different that a S6 throwing a complete game (which is typically acceptable)?

Yes Geekor is correct. I can see an S4 pitcher throwing a complete game if he never gets into trouble after the 4th. I believe the "tired" penalties apply to an S4 like the S6, S7, etc.
