Draft sequence through pick 21 seems to make sense, but it looks like the wheels fall off of the wagon after that point.

For example, why do the Dodgers have #26 as their second pick in a 12-team league?

That was done on purpose I believe because some teams have way more to choose from. For example the Cardinals have 22 hitters and 15 pitchers or 37 total players to choose from whereas the Giants only have 9 batters and 8 pitchers to choose from. So, for parity the teams with higher number get less overall picks. I thought it was interesting how Andy chose the draft dispersal order. Partly why I chose the Giants as I wanted to build. Browns are in even tougher shape with only 4 batters and 3 pitchers to choose from. Thats why those teams have a lot of early picks (and picks throughout)

There were 4 teams removed from the Dispersal Order when they weren’t selected. The original Dispersal order was set up with 16 teams, not 12.
Also, there were teams like the Dodgers who, though they did not have a full roster, had some very nice pieces to build around, needing only some roster filler in the later rounds, while some teams had very little in number or talent.
