If you're asking why there is a lottery for the bottom 8 it was a rule we adopted a while back to discourage losing on purpose to obtain a higher draft pick. For the 1st round only, the bottom 8 teams' draft order is randomized, with later rounds reverting back to the order you finished the regular season with.
