Not my league but these rules are cribbed from rules for leagues I run, so I’ll answer:

1. Yes you can promote with no card.

2. Even if promoted, if a player has never received a card he retains his prospect status. A promotion in our leagues doesn’t necessarily change his prospect status. In theroy, you could draft a prospect, 2 years later promote him, cut him and re- draft him as prospect if he hasn’t been on a major league roster yet.

At least this is the way I run my leagues which use the same rules.

FYI,

I will be away on vacation from 3/25 to 4/2 (traveling in Italy). I know we will be drafting around that time, so please bear with me on my pick timing, as I will be on a different time zone and not always have access to the internet.
