By reading the league rules. ;) Specifically rules 1 & 3 below.


ANNUAL SPRING FREE AGENT DRAFT
1. A non -serpentine free agent draft of at least 10, and up to 15 rounds, will be held each year shortly after the release of SOMO cards.
2. Draft order is determined by cumulative win/loss records from the previous year. Worst to first, NFL style.
3. All owners must drop enough players to bring their rosters to a maximum of 30 players allowing for 10 draft picks; Owners can drop below 30 players, but must not have less than 25 players prior to the draft.
4. Player drops must be announced prior to the beginning of the free agent draft.
5. All owners must have a full 40-man roster upon completion of the annual spring free agent draft.
6. There is no clock for round 1 of each annual free agent draft. All subsequent rounds will operate with a 3-hour clock, 10am-10pm EST, Monday thru Friday. The Clock will be turned off over the weekend, but there is a strong preference for all owners to try and make timely picks over the weekend.
7. Prospect promotions and drops must be done prior to the start of the free agent draft; after
7a. Dropping 10 to 15 regular roster players and
7b. After all expiring prospects have been either promoted or dropped and
7c. After all non-expiring prospects have been promoted, dropped, or unchanged
8. No manager may have a roster of more than 30 players or more than 10 prospects after all drops and promotions have been made before the free agent draft.




PROSPECT PLAYER RULES
1. The maximum number of prospects allowed on each roster is 10.
2. Prospects are not counted as part of the 40 man roster while they maintain their prospect status.
3. Owners control the rights of their prospects for no longer than 2 years. At the end of 2 years (from time of draft) a prospect must either be promoted to the MLB roster or released.
4. Prospects can be traded, but the 2 year timeline remains constant for each prospect. Prospects moving from one team to another must be promoted or released when the original 2 year cycle has been reached.
5. Prospects can be promoted to the major league roster at any time, provided there is roster space available. Once promoted all prospects lose their prospect status, and cannot be demoted back to prospect status.

so we are not considering extending our prospects promotion timeline by one year due to the lost development time because of the pandemic?? this is something quite a few leagues have adopted as a one time consideration due to the unprecedented circumstances. it’s a little unfair to lose a 2019 prospect by cutting them or being forced to keep them on the forty man since there was no minor league season & this also goes for the 2020 prospects as well.

can we consider this as a league or have the commissioner weigh in on this??

IDK but maybe this is what STEVE F was trying to say when he inquired about prospect promotions.

It doesn't really affect me, but I'm all for extending prospects by a year.

I'm pretty sure we all agreed since no minors last year that cuts don't have to be made this year.

Though I don't remember if that means we are or are not having a prospects draft.
