I went back through the years to try and determine if Glasnow ($9.1M; 60.2 IP) will be leashed, as our league is.
From 2007 to 2018 there have been 15 SP's with fewer than 70 IP with a salary of more than $5M in the leashed format. Most are in the $5-$6M range.

These 2014 guys caught my eye: Pineda ($8.56; 76.1 IP) and Fiers ($8.15; 72.0). Both 2014.
While they have more than 70 IP they kept me on the hunt. And then ....

....2011 - Josh Johnson ($9.21; 60.1 IP)
