Can we make a drop and a promotion at this time?

Yes, now would be the time to do it. I don't interpret the Player Movement rules as prohibiting that kind of transaction between seasons.

3) Prospects can be activated and promoted to the major league roster during the regular season provided there is roster space available to do so. Players with a full 30 man roster cannot promote a prospect until there is room available to do so.
4) Regular players on the 30 man roster cannot be released in order to promote a prospect while a season is in progress.
5) Regular players can be released from the 30 man roster only for the following: a) pre-draft release prior to Annual Free Agent draft; b) pre-draft release prior to Supplemental free agent draft; c) to bring a roster down to the 30 man limit as a result of an unbalanced transaction.

I haven't seen that interpretation before. When you have the chance, could you add a note to the rules to memorialize this?

If you are looking to add one or two pieces to win in season 2 2021, lets make a deal! Ozuna has one of the best hitting cards in 2021 and Jones has a great CF card.
